Scope of Work: The Government Relations Manager is an essential member of CRES’s Government Relations Team. Reporting to the Vice President of Government Relations, in collaboration with CRES’s Policy, Communications, External Affairs, and Government Relations Teams, the Manager supports CRES’s advancement in legislative, advocacy, and policy agenda, including developing and advancing clean energy innovation policy and market-based solutions to address climate change. Responsibilities: Supports the Vice President of Government Relations to develop and enhance CRES’ federal policy platform to lower global carbon emissions and expand clean energy technologies. Assists CRES’s Government Relations Team with building and maintaining impactful professional relationships with policymakers and their staff to gather legislative intelligence, garner support for key legislation, and build trust and credibility. Provides mission-critical insights for hearings and markups to increase CRES’ branding and credibility as a key clean energy policy shop. Assists in coordinating CRES’ internal review, decision-making, and formal support of federal clean energy legislation, including policies related to offshore wind, permitting reform, and innovative energy technologies development and deployment, among others. Monitors, analyzes, and reports on emerging legislation, regulations, and policy developments to provide adequate insights and observations to the CRES team. Researches and prepares issue briefs, letters, one-pagers, action alerts, bill summaries, talking points, internal memos, and other government relations content. Manages internal systems to track committee activities, Congressional hearings, and Congressional contacts. Assists in the execution of cross-department deliverables, including an annual Congressional fly-in on state-level issues and in support of National Clean Energy Week. Collaborates with the Policy Team in support of strategic priorities, including but not limited to regular CRES Forum and CRES Academy events and issue brief rollouts to Congressional stakeholders. Works with the Communications Team in support of tracking Congressional hearings, statements, and press releases and reviewing for amplification. Ensures adherence to Government Relations grant deliverables and assists in the development of new proposals and activities. Performs other duties as assigned. Education and Experience: Required: 3+ years of relevant legislative, agency, or policy experience, preferably in energy, climate, or regulatory policy. Bachelor's degree in a related field, including political science, environmental science, economics, related field, or MBA/master's or advanced degree. Willingness and ability to travel to DC events and occasional travel outside D.C. Commitment to work in CRES’ D.C. office at least three days a week. Experience working on the Hill. Preferred: A background in climate and clean energy policy. Operating style suited to working in a start-up organization setting, where teamwork, initiative, and resourcefulness are highly valued.
